Fifteen years of Settlers Violence
and Systemic Impunity in Masafer Yatta
(2010-2025)

This report documents 2,558 incidents of settler violence against Palestinian communities in Masafer Yatta (West Bank, Area C) recorded by Operation Dove volunteers between 2010 and 2025. The dataset — supported by audiovisual evidence — covers harassment (1,691 cases), property destruction (532), and physical assault (335), averaging over 170 incidents per year, reflecting a near-continuous settler presence and threat. It is important to note that only incidents directly witnessed by Operation Dove volunteers were systematically recorded, meaning the actual scale of violence is likely significantly higher.
The analysis highlights the involvement of settler minors, the growing role of armed settler-soldiers following October 2023, and the near-total impunity enjoyed by perpetrators even in the presence of military or police forces.
Data from 2025 signals an intensification: harassment cases have reached 160 (vs. a long-term average of 113), property damage has nearly tripled to 100 cases (from an average of 35), and the severity of physical assaults has increased, including cases of permanent injury and death.
The findings offer a detailed, evidence-based snapshot of broader dynamics in Area C, documenting a system of recurrent and unpunished violence that severely restricts Palestinian movement, agriculture, and daily life. This violence does not occur in isolation — it is part of a wider structure of apartheid and ethnic cleansing that threatens the long-term presence of Palestinian communities in Masafer Yatta.
